Under government management, Sugar Industry of Singapore Ltd. established Singapore’s first and only sugar refinery, recognising sugar as a critical and important resource for Singaporeans in good times and in difficult times.
The birth of SIS as we know it
In 1988, the sugar industry in Singapore was deregulated and opened up to private investment. This meant that Sugar Industry of Singapore Ltd. would no longer exist in its original form.
ED&F Man Holdings (UK), one of the world’s oldest and largest commodity companies purchased Sugar Industry of Singapore Ltd to form SIS ’88 Pte Ltd (SIS) which assumed ownership of the sugar refinery at Jurong Port Road.
Becoming a key player in sugar
SIS then embarked on a path to expand its operations, establishing their Bulk Delivery Operation in 1992 with assistance from the Economic Development Board of Singapore (EDB) and with the establishment of a subsidiary, Asian Blending Pte Ltd, in 1993.
With the strong increase in both domestic and export demand for SIS industrial and retail sugar products, SIS built South East Asia’s first sugar conditioning silo with the then substantial capacity of 3000 metric tonnes. This was expanded by 24,000 metric tonnes just a few years later to meet the growth in demand and export opportunities.
Recognition of the SIS standards
In keeping with Singapore’s tradition of excellence, SIS was the first food company operating in Singapore to be awarded ISO 9002 certification in 1993. Awarded by the National Accreditation of Certificates Bodies (UK) after an extensive audit by SGS Yarsley Quality Assured Firms Limited, this was fitting recognition for its consistent excellence in the handling and provision of sugar and sugar products.
This achievement was further enhanced with the renewal of the ISO 9002 status in 2000 and the award of ISO 14001 for excellence in Environmental Standards. SIS was the first food company in Singapore to hold both awards simultaneously. The year 2000 also saw SIS receive Halal certification by MUIS.
Changing the game for SIS
2002 brought a significant change in business conditions and in the market for sugar. In a proactive move to modernise the sugar handling systems, SIS decided to cease its refinery operations in Singapore and to move to state-of-the-art transport, storage, distribution and processing technology to maintain its world-class standards of operation.
With an investment of over USD$10 million, SIS constructed the massive 24,000 metric tonne silo that dominates its site today, reaching over 55 metres high. This is linked to SIS’s dedicated shipping dock by a 500 metre long, fully enclosed high-speed food grade conveyor belt. This ensures that the sugar arrives in the silo in pristine condition, untouched by human hands or external contaminants.
Best In Best Out
Part of the new system for handling sugar to meet the growing demands for quality and quantity in Singapore and across many new export markets was the move to bulk ocean freight using unique, specially-designed sealed bulk carrier ships known as “BIBO”. This is actually an acronym for “Bulk In Bulk Out” but provides a quality standard beyond any other, giving SIS the “Best In Best Out” ability to keep every sugar granule dry, pure and free flowing.
Guaranteeing Steady Supply
SIS is renowned for its reliability in supplying the sugar to the highest standards, day-in-day-out, year round. This ability does not stop with the “BIBO” and silo storage system. SIS own a fleet of 20 tonne purpose-built carriers, which allow steady supply to key industrial customers in Singapore, around the clock.
SIS also maintains or provides consultancy on a number of decentralised customer-sited interim silos whose levels are monitored closely, often using modern telemetry, to ensure no interruptions to supply. When it comes to business-critical sugar supply in Singapore, no other company comes close to SIS.
Standing out by blending in
SIS has a secret. One that it really shouldn’t keep to itself. It’s Asian Blending.
Asian Blending is a wholly-owned subsidiary of SIS ’88 Pte Ltd and is based on the SIS site in Singapore.
