It takes time for website popularity and search engine ranking to develop, so today's small site may become a traffic-pulling mega-site tomorrow. For this reason alone, you should not turn down link exchanges with smaller sites, if approached.
Remember to register your website with as many online directories as you can, especially if they are free to submit your link. There are loads of free ones, though some have a more involved submission procedure than do others. Evaluate the time needed to submit your link, and make use of the time you have before moving on to the next website directory link opportunity.
