When young women experience puberty their system naturally produces estrogens distinctive to breast tissue development. The amount of this hormone produced by the pituitary gland dictates the size, shape and fullness of women's breasts. A shorter than normal pubescent period or lower production of estrogen, (prolactin or PRL is a peptide hormone primarily associated with lactation and breastfeeding) will deny them of the figure that they may desire.

When a teenager has past puberty her system begins to produce a smaller quantity of these hormones until she's pregnant. At that time a woman's system temporarily resumes production of these hormones to facilitate milk retention.
